As of the Meet reports it is not mandatory. It was from the Twitter Handle & in past all such tweets were later on confirmed by way of notifications.

It's not suspended...
It's just postponed to after March 2018 for filing... After ready for the System in Online then we ll ready for filing the inward supplies and GSTR 3...........
