is there any option to convert from GSTR-1 Monthly filing to Quarterly filing for the business turnover less than 1.5 crores.

In case go to file GSTR 3B return for the month of April You ll see the option...

Beofre filling GSTR-3B of April, the GST Portal will ask you this question. So at least for this scenario there is ease of doing the business in GST !!!
