is it mandatory to provide aggregate turnover of p. year and p. quarter in GSTR 1 of july? can we put nil figure in these two? what impact will be of this?

It is for reporting purpose only. But filling wrong turnover is not advisable.
As same will not be counted in your overall turnover

You need to give the required details in the returns. You can't leave it blank. Give exact figure, you have finalised, or give approximate value, but close to the actual values.
