Why GSTN Incorporated under section 25 of Companies Act, 1956?

because it doesn't aim to make profits from its activities and is expected to only be reimbursed for expenditure incurred.

sorry but my question is that, when there is companies Act, 2013 in existence then why GSTN Incorporated under section 25 of Companies Act 1956 rather than section 8 of Companies Act, 2013

However, I Know some provision of Companies Act, 1956 applicable yet like section 100 to 104
