Gst credit on air conditioner

If I sell this AC at my purchase price (37000), can I issue a bill to the buyer? And can the buyer avail its credit?

Buyer will treat it as normal purchase of capital goods?
If seller is selling at same price, he will transfer entire credit without deduction?

The seller is registered dealer manufacturer.
My query is if the selling party has to show it as regular sales in gstr-1 or to show it as sale of capital goods and reverse credit?
AC is not its regular product. So by nature, is it output tax or credit reversal?
