If you are registered in GST then RCM is applicable.

As we understand, you had paid commission for booking of hotel situated in India. If it's so, you have to pay

You have to IGST under RCM and if hotel situated outside India, it would be considered as export of service and accordingly relevant law will be applicable. you may refer www.gstkendra.com
