Is service tax and excise payable on transaction between group companies(like shared manpower resources)

If you are just sharing original bill raised by any outside agency then service is not applicable for intercompany sharing of the original bill.
Alternatively one company provides the full service through their staff and charges to the other company as share or other agreed basis then service tax is applicable.
