Can govt employees can also earn income from insurance commission ?

any one who has passed IRDA exaam can be a insurance agent so a Goverment employee can be a Insurance Agent

My concern is that
insurance Commission is a business income
so it comes under some business
and any government employees supposed not to do... side by side business...
so That why i am asking any government employye which is on other Department or profession....like teaching etc ....can do this side by side busniess as insurance commission

My Friends father is working in post office and doing insurance agent business also and earning income
