2. Maritime Development Fund (MDF):

Corpus: A ₹25,000 crore (approximately $3 billion) fund established to provide long-term, affordable financial support for the domestic shipbuilding and broader maritime sectors.

Funding: Up to 49% of the MDF's funding comes from the Central government, with the remainder anticipated from ports and the private sector.

Objective: To address financing challenges, increase India's participation in international maritime trade, and stimulate significant investments in the sector (anticipated to reach ₹1.5 lakh crore by 2030).

3. Infrastructure Status to Shipyards:

This status enables Indian shipyards to avail cheaper, long-term sources of capital, thereby helping them reduce cost disadvantages and invest in capacity expansion.

4. "Make in India" and Public Procurement Policies:

Government entities dealing with shipbuilding and ship-owning are advised to ensure local content as per the Public Procurement (Preference to Make in India) Order, 2017.

Procurement of ships valued at less than ₹200 crores is required to be from Indian shipyards.

5. Right of First Refusal (RoFR):

This grants Indian-flagged vessels priority to match the lowest bid offered by foreign-flagged vessels in tenders for acquisition or chartering of vessels by government departments or agencies.

The revised hierarchy of RoFR further prioritizes Indian-built, Indian-flagged, and Indian-owned vessels.

6. Development of Shipbuilding Clusters:

SBFAP 2.0 emphasizes the creation of new shipbuilding clusters across the nation. Four land parcels (2,000-3,000 acres each) have been identified for developing greenfield shipbuilding and repair hubs.


7. Skill Development and R&D:

Substantial funds are allocated for training and establishing Shipbuilding Capability Development Centres (SCDC) (₹1,200 crore) to foster technological advancements.

A ₹610 crore allocation for research and development in ship technology aims to fuel the creation of new and improved shipbuilding technologies.

8. Green Tug Transition Programme (GTTP) and Harit Nauka Guidelines:

These initiatives aim to promote the adoption of greener technologies and reduce carbon emissions in tugboat operations and inland waterway vessels, encouraging the construction of such eco-friendly vessels in Indian shipyards.
