What are the consequences if GMCS-1 has not been completed during the first year of articleship

well ICAI has not prescribed any punitive measures as such. however, many students are facing the problem that ICAI is not allowing for GMCS-I registration after completion of 1st year. so kindly approach the nearest ICAI regional or branch office to check how they are dealing with it
