can i calculate excise duty on freight ? plz explain.

when the point of clearance is factory gate, then no excise is payable at freight, i.e either freight paid is charged in addition to invoice value or freight to pay basis booked.
but if the point of clearance is other than factory gate, i.e depot or some other place then the freight upto the point of clearance is to be added in the assessable value.
