Whether Freelancing service provided for Rs.1030000/- for the year 2013-14 liable to pay service tax ?

Yes liable for service tax on 30,0000 i.e in excess of 10,00,000 provided the taxable turnover in the previous year i.e 2012-13 was not exceeded 10,00,000
From the next year you have to pay service tax from rupee one.
