Who all are need to file balance sheet in XML format?

you are referring to XBRL filing or tax filings?

ok. For that cases covered under ITR4 and ITR5 (provided 44AA limits are crossed) and ITR6 are required to submit balancesheet and profit loss account in the ITR.
