What does form 54 means? Is it compulsory for every company to file form 54 even if form 53 has been filed along with annual return?

Depreciation may be provided @ 15% on such equipments.
Depreciation may be provided @ 15% on such equipments.

The rate as applicable to "plant and machinery" (Currently 15% as rightly said by CA Paras)
