is it possible to upload a form 23ac without filing 23b for the yrs 2002 and later years. if so up to which yr. to my understanding it is not possible. but certain others are saying that it can be done.

if Form 23b not submited then write Z99999999, in srn column.

yes you can upload form 23AC without filing 23B as suggested above.
