I forgot to attach director report and notice with form 23AC and filed it without it.
now how can i file notice an board report without paying any fine or fee

System will automatically approve the e-form 23AC. Therefore, no alternative other than to file afresh ,with fees ,to correct the mistake.

But i have not paid challan till yet then can i file a fresh one and i will pay the fresh challan

In that case don't pay and wait till the expiry of the cash challan. After the expiry date upload e-form 23AC afresh with the required attachments and generate new challan and make payment accordingly.

but this will not raised our fine?

you can again file the form after prescruitnee as you have not made the payment of the challan . A new challan will be generated with new SRN. so dont wait just file ASAP.
