is there any rule where it has been said that...no form 16 is to be issued if no tds has been deducted

No form 16 is salary certificate an employer hv to issue it to every employee who is receiving salary frm him. 16A is TDS certificate, if TDS is not deducted from salary then it must b issued showing NIL TDS deducted.
