28 March 2016 where to upload form 15g xml file generated from https://incometaxindiaefiling.gov.in---->downloads---> (forms other than ITR)

& it is to be uploaded by whom ?? deductor or deductee ??

if to be uploaded then at which path of https://incometaxindiaefiling.gov.in/e-Filing/ after doing login ??
becoz i have seen in upload other than ITR there is no option for form 15g

I think it is to be submitted by deductor who has not deducted tds due to form 15g received from deductee........however, how it is to be submitted with IT department online.....I'm unaware about this.....
