Forger signature on memorandum

22 September 2014 as per sec.35 certificate of incorporation once issued cannot be challenged in any court or tribunal on any ground whatsoever. even where the signature on memorandum Is forged. but is there any penalty or punishment regarding this. If yes then pls explain
