Dear sir,
Can we say that all the Foreign Citizens are NRI's.if so, or if not, kindly enlighten on this further

All the foreign citizens are not NRI. Only citizens of India living outside India is called NRI.

Sir, What you said, now i understand. Now citizens of India living out side India and subsequently they got the foreign citizen ship. But Form this Asst.Year for all NRI's at the time of filing income tax returns, it is mandatory to disclose all the foreign accounts, and all the foreign earnings, in the Indian Income Tax return as they have the taxable income in India, if i am not wrong. kindly advise

You are wrong only Indian resident is required to disclose their foreign earning and foreign assets. NRI's are not required.
Person's of Indian origin who got citizen of foreign countries will be called as PIO(person of Indian origin).
Person's of Indian origin who got citizen of foreign countries will be called as PIO(person of Indian origin).

just to add one more clarification to your understanding. Indians living outside India are consider non-resident Indians. It is not necessary for them to have foreign citizenship
