pls let me know we engaged the agreement with foreign (USA)consultant for one year.
we have pay to him asme activities fees on quarterly basis of us 10000/- yearly 40000/-
can i take one time 15cb from CA and every quarterly use the certificate to every quarter make the payment and use the old certificate to proceed to bank.

07 November 2012 Form 15CB from CA to be obtained on each foreign remittances i.e, every quarter at the time of payment in your case.
U can not use old certificate for remittance of next quarter payments.
