Sir, i want to know the meaning of first attempt. M elligible to write to write may'13 ipcc but i will skip this and plan to write nov '13. Will nov 13 be counted as first attept?

As per the ICAI guidelines your first attempt is May 2013. As per the view of ICAI each and every eligible attempt shall consider as attempt of you even-though you appeared or not it should be considered it as your attempt. For the purpose of eligibility to get the scholerships it given clarification of above at their announcement.
