If a NRI sells a property in India do he have to file 15CA or 15CB

Filing of Form 15CA CB is for remitting the proceeds out of India.
If the NRI wishes to remit the funds (sale proceeds) out of India after payment of necessary taxes, he will need to obtain those forms.
