i Cleared may 2014 IPCC exam both the groups(1st attempt)...what's the apt time for final registration?Also would like to know when am i eligible to attempt CA final ?

As per my observation you have to face new syllabus for CA final. It was observed that in 2016 syllabus will be revised. However the things are still not clear.
So it is advised to wait for some time.

There is no fix time for CA final registration.So,you can do it anytime.
Regarding changes,planning is still going on.So,its better not to waste time and register as soon as possible.Even if the syllabus changes you can go through new syllabus through ammendments,that time you will be doing your articleship and for which knowledge of IDT,DT,Ind AS,companies act 2013 will be very useful.Further,you will be dealing with clients whose financial statments will be prepared based on current laws or laws prevailing at that time like comp act 2013.
You are eligible to give final exams on provisonal basis once you complete 2.5 years of articleship.
