Belated return can be filed with in 1 year from relevant A.Y(2012-13) or before completion of assessment.
Hence late return can be filed upto 31.03.2014.
However penalty of Rs.5000 can be levied if you file after 31.03.2013.

If the assesse not maintain the books of accounts because of profit is not more than rs.120000. he can file the ITR-4 for the A.Y.11-12 without penalty

Yes he can file ITR 4 without penalty before 31.03.2013.
