IF A PERSON HAVING TAXABLE INCOME LESS THAN 5 LACS IS IT COMPULSORY TO FILE IT RETURN THIS YEAR

Yes its compulsory. The exemption granted in AY 11-12 & AY 12-13 has been withdrawn.
