Is that mandatory to file the Income Tax returns of an Individual, even the tax payable is NIL.

if GTI is below taxable limit. i.e., income below 150000 for individual then no need to file return

Only if the Gross Total Income is above in the A.Y. 2008-09 - Rs. 1,10,000 and in A.Y. 2009-10 Rs. 1,50,000.00.
No need if the GTI is below exemption limit.
