do i have to file a return if the taxable service turnover is less than rs. 1000000

As per my opinion,In Finance Act its clearly define that Service Tax return is Compulsory File in Half Yearly Even if its Less than Rs.10,00,000.

If you have a Service tax registration number, then you have to file the return.
