can a resident individual having only income from salary outside india is required to file return in india?.If yes then which form he can use?

Yes, coz he/she is a resident Indian and earning salary in India.

For Resident Indians, total global income is taxable in India, subject to rebate allowed for any tax paid in foreign country.
