dear all , like mca helpline no , is there any kind of contact no or website from where we can resolve our query relating to FEMA and FDI

Seems there is no such facility. However RBI Master circular dated 1/7/2010 will help to solve FEMA issues which can be viewed in https://www.rbi.org.in/scripts/BS_ViewMasCirculardetails.aspx?id=5788. Also RBI's regional offices have an FDI wing to which public have access which can be utilized to a certain extent regarding the referred matter.
