A FROEIGN CO. IS SAILING MATERIAL TO INDIAN CO. WE ARE DOING LIASIONING WORK ON BEHALF OF FROEIGN CO.. WE ISSUE BIL FOR BAS (SEC.zzb) TO THEM, THEY SEND US CONSIDERATION IN USD.
IS THIS FULLFILL THE BASIC RULE NO. 3 (a)FOR EXPORT OF SERVICE?

This arrangement will attracts service tax liability since it does not meet the main criteria of exemption for Export of Services, i.e. such service is provided from India and used outside India.
