f service tax is charged in previous year but this year this is
within the limits of exemption whether service tax is to be paid in next year

In any previous year, you have crossed exemption limit of Rs.10 Laks, you have to charged service tax and pay your liability to the department. This limit achieved once, then for all preceding years you have to charged service tax and liable to pay to the department, whatever may be your turnover.
