Whether labour contracts entered into by a company for loading and unloading food-grains while transferring them from place of produce to distributors be taxable under service tax?

The Services provided by a goods transport agency, by way of transport in a
goods carriage of agricultural produce is exempted. but, loading and unloading service is taxable.
