Can a manufacturer of coal/coke can charge any of the both rate of excise, i.e., 5.15% or 1.03%, depending on the wish of his customer, Pls advise.

5.15% is with cenvat benefit and 1.03% is without cenvat,
you can not change options once exercised during the financial year.
