Excise duty on texurising

I have heard in case on Texurising related to Yarn there is an option to assessee to take CENVAT credit of excise duty. Can anyone please send link for circular or notification in this regard.

When exempted goods is exported or taxable goods is sale after duty paid then you can avail the cenvat credit on input.
