i have paid 2000 excess during my ipcc registration

The excess amount will be credit to your accounts and it shall be adjusted in your future fee payments. If you not registered for articleship till now then you shall adjust it with your articleship registration fee at the time of registration to articleship. I think you paid IPCC fee along with articleship at the time of IPCC registration for that you thinking you paid excess fee.
Don't worry if any excess fee paid then it will be give credit to our account and adjust with other fees payments in future but there is no refund policy.
If you already registered for articleship then you can adjust it with your final registration fee in future.
However please confirm institute will send fee receipt letter after the receipt of our fees payment DD on that letter it clearly indicate how our DD amount adjusted i.e it give separate details break up of fees on that letter how Institute indicated your excess fee payment of Rs.2,000.
