exception limit for partnership firm for frieghts

I want to know that should partnership firms charge service tax after thresh hold limit i.e Rs. 1000000/- on frieght or i have to charge it on whole amount of frieght.

on freight , threshold limit of 10 lac do not apply.

In other words threshold limit is applicable to service providers and not to service recipients.
