24 September 2013 IF AN ARTICLE DOES SOME MISTAKE DUE TO WHICH THE CLIENT HAVE TO BEAR PENALTY, THEN CAN CA FORCLY CHARGE PENALTY AMOUNT FROM THE ARTICLE.

The possibility of errors with articles is very much possible.It does not mean that the burden of such error is laid on articles.

So, as per my suggestion, you should ignore the amount of penalty.
