can an application be made to DGFT for granting epcg licence for purchase of second hand machineries from an EOU unit?

Will U Tell Me, when Ministry of commerce, provide EOU facility of duty free import why issued in the way of issued the PRC, why wanted party for issue the EPCG??
As per FTP 2010 -11, Mentioned in the Guidelines: - in case of EPCG application made by the 100% EOU / sez units, a self certified copy OF “NOC” From the Concerned Development Commissioner, Will Submit.
