Is Education cess will applicable to Teaching professionals. Kindly clarify me in the regard.

IF TEACHER BECOMES, SERVICE TAX PROVIDER,

in case of service tax when his service income crosses 10 lacs.
in income tax he is liable to pay cess on income tax if he is liable.
if you are asking for TDS then no cess on TDS.
