Can someone tell me the meaning & concept of Duty Entitlement?

Duty means obligation of government tax on import or exports.
In other hand we can also say that “A tax levied on certain goods, services or transactions. Duties are enforceable by law and are imposed on commodities or financial transactions.
'entitlement' means right granted by law or contract (especially a right to benefits)
