is der any due date for re registration for ipcc or it can b done at any time.???

while there is no last date for registration, the date of registration does impact your IPCC exam attempt.
For eg, if you wish to appear in November 15 attempt, you need to register on or before 1 March 2015 (under CPT entry) and 1 Febuary 2015 (under Direct entry, assuming starting of articleship on or before 1 February 2015)
