I want to know due date for payment of VAT for Delhi, UP, Mumbai, Kolkata, AP and Chennai,

with government notification/circular details

it's depend on your tax period. i presume your tax period in monthly.
Delhi- 25th of the next month;
UP - 2oth; Maharashtra- 22st; WB-21st; AP & TN-20th
