"Frequency / periodicity for the returns to be filed for the periods covered in FY 2010-11 is now available under Know Your TIN facility. Please file your Returns under VAT & CST Act as per the periodicity displayed"

but i have written this query after i counld not find the same at vat site mentioned by you.
could u plz provide me the link.
or is it that the person who has to file his return hly will also pay tax hly.
