TDS deducted in Nepal, plz tell me it is exempt under which section 90 or 91

The income so earned in Nepal shall be taxable in India. However credit for the TDS so deducted shall be available in the Indian Income Tax Return subject to provisions of Section 90.
Howver NO REFUND can be claimed for the tax so deducted in NEPAL.
