i want to know that when we does not have sellers vat no. than their is problem in vat return or not

in case you are having input credit then seller VAT tin is mandatory
and
some cases unregistered dealer, we need to pay the vat on behalf of them
and
some cases unregistered dealer, we need to pay the vat on behalf of them
