Can only the directors of a foreign company who are foreign nationals become the directors of Wholly owned subsidiary in India?

No.
There is no such requirement in Law. Foreign company creating its subsidiary in India, can nominate Indian/resident persons as director of Indian subsidiary company. This is a management decision of Foreign company creating its subsidiary in India.
