Whether a director of a PVT LTD or Public Ltd company is bound to file his Income Tax Return in the same jurisdiction as of his Company?
or
he can file his return as per his place of residence?

YES HE CAN FILE HIS RETURN AS PER HIS PLACE OF RESIDENCE.

Kindly provide us the section No. or circular NO. as the ITO says that it is mandatory to file Director's Return within the company's jurisdiction

Wrong Contention by ITO.
DIRECTOR CAN FILE HIS RETURN AS PER HIS PLACE OF RESIDENCE.
I think you should ask ITO to show where in Income Tax Law it is mentioned that it is mandatory to file Director's Return within the company's jurisdiction.
If company is in Kolkata and Director resides in Mumbai then what? What if the Director is director in 5 comapnies & evry company has different jurisdiction? It is totally wrong contention i have seen many companies where the jurisdiction of company and director are not same and no question has been raised ever.
