does a director need to be a shareholder in a private limited company or he can only be a director

It depends on the provisions of Article of Association of the Company.

Director of a private limited company need not be a shareholder as per the Companies Act, 2013 read along with the rules therein , but subject to any entrenchment clause in the AOA of the company.
