can a person take the deduction under 80C for NSC which is in the name of his wife?

Yes but only in case, if she is not having any income of her own and she is fully depend on her husband.

Deduction cannot be claimed. Pl see section 80C (2) (ix) along with 80C (4) of the income tax Act,1961.
